Not true.
Don’t believe anything you get in an email.

Below is the link explaining this hoax.
Always check snopes.com to find out the truth about all of the hoax emails that are floating around, almost none of them are true.

I’d say that doesn’t fly. All tickets I’ve gotten, you’re required to pay with a casher’s check, not a personal check.

Do not risk it unless you know for sure. Too risky..

It’s a complete hoax. You are considered “convicted” the moment you send anything, and the insurance company is notified immediately.

I have probably read the same legend fifty times over the period of a year. No, it’s not true, and it will not work. If you pay too much, you may never see a refund. If you do get a refund, and don’t cash it, the check will be voided after a certain period of time, and you’re out the money.

No, this is an urban myth that began several years ago along with several other computer based myths along the same lines. They were all geared toward bogging down the computer systems with technical glitches that were supposed to “fool” the computer system. Most of these were developed in the late 70′s and early 80′s when computer technology was in it’s development stage. None of these really work. First of all, the conviction information is sent to your driver’s license division (DMV, DPS, or whatever your state’s department for issuing driver’s license) upon conviction, not upon your payment of the fine, or fulfillment of verdict. Secondly, not all court systems are computerized to the point of automated responses to the DMV; some still prefer to send the information the old fashioned way.
