Sounds a little fishy to me. I would check Snopes.com and see if it is Urban Legend or not.
I know that in my state, if you have a clean driving record and you get a speeding ticket, you get a free pass. You just have to show up at traffic court and wait until they get set for the hearings. They call everyone’s name that has no previous record and they dismiss it, with no court costs.

I know because I have used it before.
I’d like to share a funny story that goes along with that ticket.
It was a nice day, about 10 am, I was bringing a friend to look at his old truck that was in the process of being restored.
I was going somewhat faster than the posted limit of 65, when I saw the trooper on the side of the road, I slowed down but too late. I pulled right over and gave him the registration, my license and proof of auto insurance, he left and went back to his car to run the plate and to make sure all was well.
All of a sudden, a BMW SUV came flying past and he lit out after it, mind you, my stuff was still in his possession. I couldn’t go anywhere and my buddy was buzzing in my ear about how much it was going to cost for this ticket. I waited about 15 to 20 minutes for him to come back. He drove in reverse, the length of the road to where I was, backed up around me so that he was again to my rear, got out and handed me my stuff as well as the ticket, called me a gentileman for waiting and said that he wouldn’t have given me the ticket had he not had it written already. He told me what to do though, when I went to court. Which is exactly what happened. On the way back from traffic court, I was once again stopped by a cop. I relayed the story to him and he laughed with me and sent me on my way. No ticket and no fine. Not even a “Don’t do it again” routine, just a smile and a wave. That was a good day.
